They meet

He stepped in front of her because he knew something was wrong. She raised her head and let her eyes meet his, her's were asking for help. She started to break and a tear puddled in the corner of her eye. He wanted to wipe it away, too many people around, also, he was not allowed to touch her. How could he assure this beautiful creature that he was there to help, that she could trust him?

Later that evening he pulled her aside and allowed her to open her heart. Always afraid of what he may hear, his mind prepares for the worst. She begins to open the door to her world and explain her pain. After listening and watching her actions he made the most important statement she would ever hear.

"I promise that I will never hurt you." He always keeps his promises.

This is sweet. I think that establishing setting more strongly at the beginning will strengthen the power of the prohibibions on touching and strengthen the emotional impact. The story is largely internal, so not a lot, but a line to set up the setting will strengthen the impact in my opinion.
Nice job.
